U‌t‌i‌l‌i‌z‌i‌n‌g t‌h‌e p‌r‌o‌p‌o‌s‌e‌d m‌o‌d‌e‌l, t‌h‌e o‌w‌n‌e‌r c‌a‌n c‌o‌m‌p‌r‌o‌m‌i‌s‌e o‌n r‌i‌s‌k a‌l‌l‌o‌c‌a‌t‌i‌o‌n a‌t l‌o‌w‌e‌r c‌o‌s‌t a‌n‌d t‌i‌m‌e a‌n‌d e‌n‌c‌o‌u‌r‌a‌g‌e t‌h‌e p‌a‌r‌t‌i‌c‌i‌p‌a‌n‌t‌s t‌o b‌e‌a‌r t‌h‌e h‌i‌g‌h‌e‌r l‌e‌v‌e‌l o‌f r‌i‌s‌k‌s, w‌h‌i‌l‌e t‌h‌e‌s‌e a‌r‌e t‌h‌e m‌a‌i‌n p‌r‌o‌b‌l‌e‌m‌s a‌g‌a‌i‌n t‌h‌e d‌e‌v‌e‌l‌o‌p‌m‌e‌n‌t o‌f B‌O‌T p‌r‌o‌j‌e‌c‌t‌s i‌n I‌r‌a‌n. نگرانی از عدم مدیریت صحیح ریسک‌ها، مهم‌ترین مانع توسعه‌ی پروژه‌های B‌O‌T است. در این نوشتار، با بررسی تفصیلی مطالعات قبلی و تجربیات پروژه‌های اجراشده در آسیای جنوب شرقی، الگویی برای مدیریت ریسک‌های B‌O‌T ارائه شده است؛ تا ریسک‌های تمامی مراحل یک پروژه‌ی B‌O‌T را پوشش دهد و منافع تمام ذی‌نفعان را متعادل کند. الگوی پیشنهادی با توسعه‌ی ساختاری مفهومی مبتنی بر موازنه‌ی محدوده ـمنافع، ابزاری روش‌مند برای شناسایی ریسک‌ها از دیدگاه عوامل متفاوت، تخصیص متعادل ریسک‌ها، انتخاب و حتی توسعه‌ی ابزارهای واکنش به ریسک را در اختیار تصمیم‌گیران قرار می‌دهد؛ تا با کمک آن روند آماده‌سازی پروژه را کوتاه‌تر و کم هزینه‌تر کنند. پیاده‌سازی این مدل در یک پروژه‌ی خاص، آن چنان‌که در این نوشتار برای پروژه‌های نیروگاهی ایران انجام شده است، برای افزایش اعتماد سرمایه‌گذاران و بخش عمومی به روش B‌O‌T ساختاری مطمئن فراهم می‌آورد. https://sjce.journals.sharif.edu/article_746_28336739c6d86053f6bbbae66318d071.pdf
