The complexity of water resource management issues and their direct relation to other sciences has caused the single decision maker (DM) to be unable to consider all aspects and criteria of water resources planning and management problems. Therefore, it is necessary to use group decision-making methods to consider DMs opinions, as well as qualitative and quantitative criteria, simultaneously, in this field. The aim of this paper is to develop a new process for the consensus-based heterogeneous group decision-making models. In addition, introducing the group decision-making process and studying its efficiency in integrated water resources planning and management are presented. A case study of water resources management is used to illustrate application of the proposed process in integrated water resources management problems. Two states of homogeneous and heterogeneous group decision making are also used to examine the efficiency of the presented method in water resources problems. Results reveal the importance of considering and calculating the DMs weight in group decision-making processes and its efficiency and application in water resources planning and management problems.
