There does not seem to be a serious lack of technical and lawful documents, technical knowledge, quantity and quality of engineers and experts, the existence of responsible organizations, and suitable construction materials, etc., in the country. However, in a major city such as Tehran, the quality of building construction related to structural resistance against earthquake loadings should be promoted. Why? Regarding managerial aspects, improving this situation implies a strategic plan. In this regard, recognition of the present and real situation and considering effective elements in the lack of construction quality is an important step related to the quality management process of building constructions. The subject of the present research is surveying those elements which have an effect on the lack of construction quality in Tehran for personal buildings up to five stories, including field studies and the surveying of some expert opinions. The methodologies of getting expert judgments and organizing gathered data are on the basis of the DELPHI method and the DEMATEL technique, respectively, which are known methods in the Group Multiple Attribute Decision Making managerial field. In this paper, after explaining a totality of survey necessities, the used managerial techniques will be illustrated briefly. Then, the process of the Delphi method in the recognition and categorizing of effective variables on building structure quality will be investigated. Then, the interaction of elements (directly and indirectly) using the DEMATEL technique is illustrated, step by step. The element rankings, due to different mathematical indexes, are presented next. These rankings are the supplementary results of applying the DEMATEL technique. In the conclusion of this technique, the mathematical indexes, in alignment with managerial points of view, are iscussed and, finally, applicable managerial results are shown.
